you need to buy web hosting perhaps. Having your own server has a lot of overhead costs, so it better to use a web hosting. http://www.hostafreedomain.com provided a lot of pop3 accounts 500 to unlimited pop3 accounts maybe you can use them instead of your own server.

you can buy a host and have them set it up for you, i use foreverhost.us, good service.
or you can set up a server, install apache,get a fix ip or use DynIp and set up your own server either in windows or linux
